Title II of the Americans with Disabilities Act (ADA) requires State and local governments to make their programs and services accessible to persons with disabilities. This requirement extends not only to physical access at government facilities, programs, and events - but also to policy changes that governmental entities must make to ensure that all people with disabilities can take part in, and benefit from, the programs and services of State and local governments.
In 2015, the City also adopted Public Right-of-Way Accessibility Guidelines, following the State's lead. The City's ADA Transition Plan, as required by the Americans with Disabilities Act, and these guidelines identify the accessibility needs for this corridor that will enable more people with disabilities to participate in civic life.
The City of Edmond ADA Transition Plan identifies several areas along Edmond Road/2nd Street that are in violation of the Americans with Disabilities Act. There are many sidewalk/driveway cross-slopes, general sidewalk/ramps, and signalized intersections (push buttons) that are out of compliance along this 5.4-mile corridor. The corridor stretches from the west city limits to I-35.
Surface Transportation Block Grant Program (STGB-UZA) funds for urbanized areas have been made available for transportation improvements within the Oklahoma City Urban Area through the Oklahoma Department of Transportation (ODOT). The City of Edmond applied for these funds, and in October 2020 was awarded $2,142,400 to help make sidewalk improvements along Edmond Road and 2nd Street. The City will be matching these funds as required by the grant. The total projected cost is $4,332,000 and construction is expected to begin in Fall 2023.
