EMSA to AMR Transition

As of Jan. 23, 2024, the City of Edmond has transitioned from EMSA to AMR for our emergency medical ground transport service. With this transition, AMR’s program is still available to you for a $3 monthly charge on your utility bill. No action is required should you want to remain at your current status.

About the Program

As a City of Edmond residential utility customer, you have the opportunity to participate in the AMR Ground Ambulance Program. In the event you need an ambulance for a medical emergency, with AMR's service, you're covered! AMR ambulance coverage provides you and permanent residents of your household emergency ambulance service through AMR, with no personal out-of-pocket expense. AMR has you covered even during a medical emergency that takes place away from your home. You can be located anywhere within the AMR service area (Edmond city limits) to utilize this program.

Beginning in January 2024, as part of the transition and new service provided by AMR, opt-in enrollment in the program will be available year-round with a one-year commitment. If you are not currently enrolled, you can enroll for the AMR ground ambulance service at any time, and that enrollment is required for one year. New utility customers can opt-in at the time they sign up for utility service. You can opt-in or opt out of the program by calling Utility Customer Service at (405) 359-4541 or emailing customerservice@edmondok.gov

To confirm your enrollment, please check your utility bill statement for the $3 monthly charge. No action is required should you want to remain at your current status. 

Individuals who do not receive a monthly utility bill from the City of Edmond can purchase an annual membership directly from AMR at (844) 793-8426 at any time. Annual memberships cost $65 and are good for one year from the sign-up date. 

Cost

The cost is only $3 per month, which will be billed on your utility bill. 


For Renters That do Not Pay a Drainage Utility Bill

Apartment owners are required to notify tenants if they choose to opt out of the AMR Ambulance program. See Resident Notification (PDF). If you do not pay a City of Edmond utility bill and your apartment has chosen not to participate, you can call (405) 396-2888 and sign up individually for the program.


Choosing to Participate

You can opt in or opt out of the program at any time by calling Utility Customer Service at (405) 359-4541 or emailing customerservice@edmondok.gov. If you choose to opt in, you will be charged the $3 monthly fee on your utility bill at the next billing cycle. Please make sure all permanent residents in your home over the age of 18 are listed on your utility account. If you choose to opt out, you may be responsible for out-of-pocket expenses associated with treatment, should you require ambulance care. The cost of emergency ambulance care begins at $1,300 and $19 per mile transported. Please note that the customer calling to opt out must be the utility customer.


What is Not Covered

The AMR Ground Ambulance Transport Program does not cover non-emergency transports to and from doctors' offices, dentists' offices, physical therapy centers, pharmacies, and other facilities. A non-emergency transport is an ambulance transfer that does not end at a hospital emergency room. Non-emergency transports are fully covered only if insurance or other third-party coverage covers a portion of the claim, and if a physician certification statement (establishing medical need for the ambulance transport) is provided. When no insurance or third-party coverage is available, AMR Program members pay a reduced fee (40 percent off the standard non-emergency rate) for medically necessary non-emergency transports.


Collection

AMR will collect payment from your insurance, Medicaid, or Medicare if you participate in the ambulance program. To receive these benefits, you must provide AMR with your insurance / third-party payer information and furnish any information requested by your insurance company after a transport. Out-of-pocket expenses will be covered by your AMR Program membership. AMR will contact you for your insurance information after your ambulance ride.
