CDBG Public Service Grant
The City of Edmond and the Community Development Block Grant (CDBG) Citizen’s Participation Committee (CPC) are currently preparing the 5-YR Consolidated Plan plus FY 2020 CDBG Action Plan. The Action Plan includes the needs, programs, services and budgets for all Edmond community development activities. It is updated annually as required by the US Department of Housing and Urban Development (HUD) and is required that each activity funded, except for program administration and planning activities, must meet one of three national objectives.
The three national objectives are:
- Benefit to low- and moderate- income (LMI) persons;
- Aid in the prevention or elimination of slums or blight;
- Meet a need having a particular urgency (referred to as urgent need).
If HUD approves the Plan, the City will receive $484,433 in CDBG funds. The funding period will be for the fiscal year 2020, which is October 1, 2020 through September 30, 2021.
At this time, the City would like to extend an invitation to Edmond social and public service providers to be included in the FY 2020 Action Plan. A list of all eligible CDBG activities is below. As you will see, one of the categories for funding is “public services”.
Eligible CDBG activities include:
Acquisition/disposition of real property; public improvements and facilities (e.g., senior citizens center, recreation center, daycare center); clearance; public services (e.g., child care, health care, job training/education programs, recreation programs, drug abuse counseling/treatment, services for senior citizens and services for homeless persons as well as the prevention of homelessness); interim assistance; relocation payments/assistance; rehabilitation of residential, commercial/industrial, or other nonprofit owned, nonresidential buildings; historic preservation; lead-based paint hazard evaluation and reduction; code enforcement; special economic development; assistance to micro-enterprises; homeownership assistance; urban renewal completion; technical assistance to increase the capacity of public/private non-profits; assistance to institutions of higher education; and program administration costs related to planning and execution of CDBG assisted activities. Eligible activities may be carried out by the grantee, or through the use of contractors or sub-recipients.
According to HUD regulations, fifteen percent (15%) of the City’s total CDBG allocation may be spent on public services, which is $72,665. For the program FY20, the 15% is waived, therefore there is potential in additional funding for public services. The remaining budget will be allocated to other community development programs such as housing rehabilitation, homebuyer assistance, neighborhood revitalization, and administration. The CPC will review and recommend the public service grant awards, which will be included in the Plan. The Edmond City Council will approve the budget and Plan before it is sent to HUD for final approval.
There are no funding maximums for applicants; however, please keep in mind that there is only $72,665 to be shared with other agencies and we want to distribute the funds to meet as many needs as possible. Also note that ALL, 100%, of those served by your proposed program, must live within Edmond city limits and meet HUD’s income limits, which are based on 80% of the County’s household income.

4 person household | $59,050 |
5 person household | $63,800 |
6 person household | $68,500 |
7 person household | $73,250 |
8 person (or more) household | $77,950 |
If your agency’s application is funded, you will be considered a FY 2020 CDBG “sub-recipient”. There will be contractual and frequent financial and beneficiary reporting obligations, as required by HUD and the City of Edmond. It is imperative that all sub-recipients keep the program’s reporting requirements up to date and accurate.
It is also important to note that this funding is for one year and cannot be obligated for future years. As with any government budget, it is always possible that HUD’s CDBG funding could be drastically cut or completely unfunded in future years.
